RULE 19 – SPECIAL GENERAL MEETINGS

 

19 Upon receiving a requisition signed by two-thirds of the clubs in membership the Secretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.

At least 7 days notice shall be given of either meeting under this Rule, together with the Agenda of the business to be transacted at such meeting. Each full Club Member shall be empowered to send 2 delegates to all Special General Meetings. Each club shall be entitled to 1 vote.

Any continuing member club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined £10. Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings.

 

RULE 20 – ALTERATION TO RULES

 

20 Alteration shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose, called in accordance with Rule 19. Any alteration made during the playing season to the Rule relating to the qualification of players shall not take effect until the following season.

 

 

Notice of the proposed alterations to be considered at the Annual General Meeting shall be submitted to the Secretary by 20th December in each year. The proposals together with any proposals by the Management Committee shall be circulated to the clubs by 30th December, and any amendments thereto shall be submitted to the Secretary by 5th January. The proposals and proposed amendments thereto shall be circulated to the clubs with the Notice of the Annual General Meeting. A proposal to change a Rule shall be carried if two-thirds of those present and entitled to vote are in favour.      

 

A copy of the proposed alterations to the Rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the sanctioning County Football Association 3 days prior to the date of the Meeting.

 

Any alterations or additions decided upon at the Meeting shall not become operative until the approval of the Association issuing sanction shall be obtained.

 

RULE 21 – FINANCE

 

21(A) The Management Committee shall determine which bank or financial institution the funds of the Competition will be lodged, at the end of each season.

 

21(B) All expenditure in excess of £200 shall be approved by the Management Committee. Cheques shall be signed by at least 2 officers nominated by the Management Committee.

 

21(C) The financial year for the Competition will end on 1st June.

 

21(D) The books, or a certified Balance Sheet of the Competition, shall be prepared and shall be approved at the Annual General Meeting.

 

RULE 22 – IDENTITY CARDS

 

22(A) All players registered with the NORTH HOME COUNTIES SUNDAY FOOTBALL LEAGUE must have a Player’s Identity Card (ID card) in accordance with League Rule 8(B). Players may be signed-on on the morning of a game, subject to the provision of League Rule 8(B), with proof of identity (passport/driving license).  

 

22(B) A player’s ID card will be valid for a maximum period of 3 years.

 

22(C) ID Cards must be returned to the League’s Registration Secretary at the end of the playing season, by no later than the evening of the Annual General Meeting. Failure to return the ID cards by the stated dates will incur a fine of £25.  

 

22(D) Any tampered with ID cards will be considered to be a serious breach of League Rules and the person(s) found guilty of such offence will be dealt with as the Management Committee deems fit.

 

22(E) ID cards will be re-issued each season [subject to League Rule 22(B)] upon player registration in accordance with League Rule 8(B). 

 

22(F) If a player is transferred to another club during the season the new club will receive (via the Registration Secretary) the player’s ID card from the transferring club. The transfer confirmation slip should be kept with the ID card as proof of transfer.

 

22(G) The ID cards of players participating in a NHCSFL fixture must be presented to a representative of the opposing team prior to the commencement of the game, subject to the provision of the League Rule 22(A). These cards must be returned after the game.

 

22(H) Where a club is reported for failing to provide the required ID cards they will be charged with fielding an illegible player in accordance with League Rule 22(A) and thereby liable to forfeit the fixture.
